In the March 2, 2011 Federal Register, the Department of Transportation's Pipeline and Hazardous Materials Safety Administration (PHMSA) announced that it is implementing enhanced inspection, investigation, and enforcement authority conferred on the Secretary of Transportation by the Hazardous Materials Transportation Safety and Security Reauthorization Act of 2005.

FMCSA Issues Proposed Rule Requiring Electronic On-Board Recorders for Interstate Commercial Truck and Bus Companies

In the February 1, 2011 Federal Register, the U.S. Department of Transportation's Federal Motor Carrier Safety Administration (FMCSA)  issued a notice of proposed rulemaking that would require interstate commercial truck and bus companies to install electronic on-board recorders (EOBRs) to monitor their drivers' hours-of-service (HOS) compliance.

OSHA Withdraws Proposed Noise Interpretation: Will Study Other Approaches to Reducing Hearing Loss

The U.S. Department of Labor’s Occupational Safety and Health Administration announced January 19, 2011, that it is withdrawing its proposed interpretation titled “Interpretation of OSHA’s Provisions for Feasible Administrative or Engineering Controls of Occupational Noise.”  The interpretation would have clarified the term “feasible administrative or engineering controls” as used in OSHA’s noise standard.  The proposed interpretation was published in the Federal Register on Oct.

FMCSA Issues Proposed Rule on Hours-of-Service Requirements for Commercial Truck Drivers

The U.S. Department of Transportation's Federal Motor Carrier Safety Administration (FMCSA) has issued a regulatory proposal that would revise hours-of-service (HOS) requirements for commercial truck drivers.

The publication of the proposed rule coincides with the timeframe established in a court settlement agreement that requires FMCSA to publish a final HOS rule by July 26, 2011.
